According to Hodgdon, H 4831 and H 4831sc have the same burn rate. The difference is that the SC is a shorter cylinder, which allows for better flow through powder measurements. 

Back in the late 1960s and early 1970s, the 4831 that we had was a military surplus from WWII; once that ran out, Dupont began producing it under the IMR name.

Who makes 4831 powder?

Hodgdon then obtained the freshly constructed H4831 from Nobel Enterprises in Scotland. Nobel versions provide similar ballistic performance but use centrality deterrent coatings instead of dinitrotoluene, which is used in US formulations.
